Europe work permits for Indians: the ten Eastern European countries

In all ten countries, a work permit starts with an employer who hires you; there is no route here that lets you move first and look for work later. In October 2026 the routes are open in some countries, limited in others and paused in Romania for shortage jobs. None of the ten needs emigration clearance, even with an ECR passport.

How does a European work permit work for Indians?

The order is nearly always the same: an employer, a permit, a visa, then travel.

  1. An employer in the country offers you a job, with a written contract.
  2. In most countries the employer applies for your work permit in its own country (for example on praca.gov.pl in Poland).
  3. You apply for the long-stay (D) visa or residence permit at the country’s embassy or its visa centre, in person.
  4. The country’s authorities decide. No agent can speed this up.
  5. You travel, sign your contract, register your address and collect your residence card.

Do you need IELTS for a work permit in Europe?

None of the ten countries lists an English test such as IELTS in the official document lists we checked for its work permits. Employers can still ask for a language level, and long-term residence later needs the local language in several countries.

Do ECR passport holders need emigration clearance for Europe?

No, not for these ten countries. Emigration clearance is needed only for jobs in the 19 ECR countries listed by the Ministry of External Affairs, and none of the ten is on that list.

Is the EU Blue Card an option?

All 10 countries have an EU Blue Card for graduates with a well-paid job offer. The salary floor differs by country.

Questions

Which European country gives work permits to Indians most easily?

None is easy, and it depends on your qualification. On 24 October 2026, Poland, Croatia, Bulgaria and Latvia had routes open to candidates in India at most skill levels, Estonia was open with a high salary floor, Romania had paused its shortage-job route, Lithuania accepted only the EU Blue Card from India, Czechia accepted Employee Cards only through government programmes, and Hungary was closed to most non-graduate jobs for Indian nationals.

Can I get a European work permit without a job offer?

Not in these ten countries. Every work route in our fact sheets needs an employer who hires you, and in most of them the employer applies for the permit first.

Can I go on a tourist or Schengen visa and look for work?

No. A short-stay Schengen visa does not allow work. The Embassy of Lithuania in India says Schengen visas are not suitable for employment, and the Ministry of External Affairs warns that a tourist visa is not a work visa.
