ECR passport? You do not need emigration clearance for the countries we cover
Emigration clearance is needed only for jobs in the 19 countries on the Ministry of External Affairs’ ECR list. None of the countries we cover is on it, so ECR passport holders going to work there need no emigration clearance (MEA, April 2026).
Which are the 19 ECR countries?
The Ministry of External Affairs lists these 19 countries (document dated April 2026). Emigration clearance for Libya and Yemen is currently suspended.

What this means for the countries we cover
- Poland, Latvia, Romania, Croatia, Slovakia, Czechia, Bulgaria, Estonia, Lithuania, Hungary, Japan and Russia are not ECR countries. No emigration clearance is needed for them, even with an ECR passport.
- eMigrate registration is not required for these countries. MEA says registration of ECNR holders going to ECR countries is voluntary.
- The mandatory Pravasi Bharatiya Bima Yojana insurance applies to ECR workers going to ECR countries, so it is not mandatory for these countries.

Questions
Can I go abroad for work with an ECR passport?
Yes, for the countries we cover no emigration clearance is needed. You still need the destination country’s work permit and visa.
Do I need to register on eMigrate for a job in Poland or Romania?
Not as a candidate. MEA says eMigrate registration is not required for these destinations; registration of ECNR holders going to ECR countries is voluntary.
What is the difference between ECR and ECNR?
ECR (Emigration Check Required) passport holders need emigration clearance before taking a job in one of the 19 ECR countries. ECNR (Emigration Check Not Required) holders do not. For the countries on this site, neither needs clearance.
