Romania work permit for Indians

Since 11 September 2026 the D/AM2 visa for shortage occupations, such as cooks, drivers, carpenters and electricians, cannot be applied for: a court suspended the shortage-occupation list and the WorkinRomania platform disabled those applications. It was still blocked on 12 October 2026. The D/AM1 visa for highly qualified workers is not affected.

What is happening now in Romania

D/AM2 applications (shortage occupations, filed by authorised agencies or employers) cannot be filed. The Bucharest Court of Appeal suspended the shortage-occupation list (Order 1073/2026) on 11 Sept 2026 (per the employers' association, case 5633/2/2026), WorkinRomania disabled the D/AM2 flows, and the Ministry of Labour said it would appeal. Still blocked on 12 Oct 2026 (PwC analysis). D/AM1 (highly qualified and special categories) is not affected, but the employer must be registered on the platform.

Which Romania work permit fits you?

Romania has 3 work routes that matter for candidates from India. D/AM1 long-stay work visa (highly qualified and special categories) is the usual first route; the details below come from the official pages linked under each one.

D/AM1 long-stay work visa (highly qualified and special categories)

Viză de lungă ședere pentru angajare în muncă D/AM1; drept de ședere și muncă pe termen lung

Who it is for
Highly qualified workers (official examples: IT specialists, engineers, economists, managers) for vacancies needing at least 6 months of employment; also staff working for ministries or central authorities, teaching, scientific or artistic staff, professional athletes with a Romanian club, and full-time citizens of Moldova, Ukraine and Serbia.
Who applies
Your employer applies
Labour market test
No shortage-list requirement (that applies to D/AM2 only). Authorities check the employer's legality, the pay and working conditions and the worker's eligibility when deciding the single application; for highly qualified workers the employer must prove the job and the skills. Whether any other labour-market test applies under OUG 32/2026: not confirmed.
Quota
Outside the annual quota: under OUG 32/2026 the quota applies only to D/AM2 workers (KPMG summary, secondary).
Minimum pay
Not confirmed for 2026. The official visa page refers to a legal salary threshold ('pragul legal') without stating it. Equal treatment with Romanian workers doing the same activity applies.
How long it lasts
Visa: 90 days at first issue. Then a long-term residence-and-work right ('drept de ședere și muncă pe termen lung') tied to the employment contract; for highly qualified workers extensions can cover the contract plus 3 months, up to 3 years.
Renewal
Yes. The renewal must be filed before the current permit expires.
Family
Not confirmed under OUG 32/2026 (not covered by the official pages checked). For EU Blue Card holders see the Blue Card route.
Long-term residence
Long-term residence after 5 years of legal, continuous stay. Requirements include income of at least the gross minimum wage, health insurance, housing, a criminal record certificate and a Romanian language test. Absences may not exceed 6 months in a year or 10 months in total.
Official decision time
Not confirmed for the single application and the visa. Employer registration on the platform: up to 30 working days (OUG 32/2026 art. 5(6), as reproduced by Rubinian, secondary).
Government fees
Not confirmed (visa and residence-permit fee amounts not stated on the official pages we could read; mae.ro blocks automated reading). The old work-permit fee no longer applies because work permits were abolished on 27 Apr 2026.

Steps, in order

  1. 1Employer creates an account (hub.mai.gov.ro) and registers on WorkinRomania.gov.ro; it is entered in the R.A.S. register of employers of foreigners.
  2. 2Employer uploads a firm job offer: job title, duties, salary, working hours, contract length, workplace (and leave, housing, transport where offered).
  3. 3Employer files the single application (cerere unică) online with the supporting documents. The worker does not file it.
  4. 4Authorities check the employer, pay and conditions and the worker's eligibility; the decision is posted on the platform.
  5. 5Worker goes in person to a Romanian embassy or consulate; biometrics are taken and the long-stay work visa is issued (it also certifies the right to work).
  6. 6Worker travels, signs an employment contract in Romanian and in a language they understand, and starts work.
  7. 7Before the visa expires, worker applies at the IGI office of the county where they live for the residence permit (single permit or EU Blue Card).

Documents

  • Valid passport (travel document)
  • Employment contract registered in REGES-ONLINE (or category-specific contract)
  • Travel medical insurance for the stay, minimum cover EUR 30,000, including repatriation and emergency care
  • Criminal record certificate, translated and legalised as required
  • Proof of means at the gross minimum basic salary for 90 days, where required
  • CV and proof of education, qualifications or authorisations (highly qualified: proof of higher qualification)
  • For the residence permit at IGI: passport, work visa, employment contract, proof of housing, proof of health insurance, proof of fee payment

Who applies
Your employer applies
Labour market test
The occupation must be on the shortage-occupation list (Order 1073/2026, 289 occupations, in force 6 Aug 2026; suspended by the Bucharest Court of Appeal on 11 Sept 2026). A registered employer needs at least 1 year of activity in a field compatible with the shortage occupation.
Quota
Yes. Annual quota set by Government Decision; a D/AM2 visa is issued only if the quota is not used up. 2026: 90,000 newly admitted non-EU workers (100,000 in 2024 and 2025).
Minimum pay
Equal pay and conditions with Romanian workers doing the same activity; salary paid into the worker's bank account; rent for employer-provided housing capped at 25% of net pay. Numeric minimum for 2026: not confirmed (the pre-2026 EU Immigration Portal page says at least the national gross minimum wage).
How long it lasts
Visa: 90 days at first issue. Then a fixed-term residence-and-work right ('drept de ședere și muncă pe termen determinat') for the contract length. Seasonal workers: contract length plus 5 days.
Renewal
Yes, before expiry. On 25 Sept 2026 IGI said extension applications linked to a change of employer cannot currently be filed on WorkinRomania and will be reviewed individually once filing resumes.
Family
Not confirmed under OUG 32/2026.
Long-term residence
Same long-term residence rule as other workers: 5 years of legal, continuous stay plus a Romanian language test.
Official decision time
Not confirmed for the single application and visa. ANOFM decides an employer's authorisation within at most 15 working days of upload (OUG 32/2026, per WorkinRomania).
Government fees
Visa and residence-permit fees: not confirmed. Placement agencies may not charge the worker commissions, fees, charges, guarantees or deposits (WorkinRomania; OUG 32/2026 art. 23(6)). Employer-side guarantees: EUR 1,000 per worker (authorised employer); EUR 75,000 per 250 workers (agency).

Steps, in order

  1. 1Check the occupation is on the shortage-occupation list and the employer is in the R.A.S. register.
  2. 2Employer uploads a firm job offer on WorkinRomania.gov.ro.
  3. 3Usual route: employer signs a service contract with an ANOFM-authorised placement agency, and agency, employer and worker sign a tripartite placement contract. Exception: an authorised employer (24+ months of activity, average 50+ employees, EUR 1,000 guarantee per worker) can hire directly.
  4. 4Agency (or authorised employer) files the single application online, including the employment contract registered in REGES-ONLINE.
  5. 5Authorities check employer, pay, worker eligibility and the remaining annual quota; decision posted on the platform.
  6. 6Agency gives the worker essential information at least 10 days before arrival, in a language the worker knows.
  7. 7Worker attends the Romanian embassy or consulate in person for biometrics; long-stay work visa issued.
  8. 8After arrival, worker applies at IGI for the residence permit before the visa expires.

Where do you apply for a Romania work visa in India?

In person at a Romanian diplomatic mission (biometrics are taken). Romania's mission in India is the Embassy of Romania in New Delhi (newdelhi.mae.ro). Its pages block automated reading, so its current visa services, appointment system and any visa application centre (VFS/BLS) for Romanian long-stay visas in India are not confirmed.

The visa form can be completed online on the eViza portal (evisa.mae.ro), but the applicant must still appear in person at the chosen mission; processing is counted from the day of that appearance, and the processing fee is not refunded if the visa is refused. The single application on WorkinRomania must be approved before the worker applies for the visa. D/AM2 cases cannot start while the shortage list is suspended (see status alert).

The Romania process step by step, and how to check your status

Can you apply for Romania from Canada, the US, the UK, Australia, Ireland or New Zealand?

The EU Immigration Portal (updated 1 Apr 2025) says the D/AM long-stay visa is applied for at a Romanian embassy or consulate in your country of origin or residence, so a legal resident of CA/US/UK/AU/IE/NZ should be able to apply there. What counts as 'residence' (for example whether a student or temporary work visa is enough) is not confirmed; confirm with the mission. The employer-side single application on WorkinRomania is the same wherever the worker applies.

Which jobs are in demand in Romania?

These occupations appear on official shortage lists, quotas or forecasts; each links its source. A list is not a job offer: every route still needs an employer who hires you.

  • Welder (sudor, COR 721208)

On the 2026 shortage-occupation list, Order 1073/2026 (289 occupations; suspended by court on 11 Sept 2026). Welders and flame cutters also listed as a shortage in the ELA 2025 annex.

  • Construction electrician (electrician în construcții, COR 741101)

  • Cook and assistant cook (bucătar COR 512001; ajutor bucătar COR 941101)

  • Heavy goods vehicle driver (conducător auto transport rutier de mărfuri, COR 833201)

On Order 1073/2026 list; 11,135 road-freight driver shortage positions reported (RFE/RL, secondary).

  • Courier (agent curier COR 432333)

Largest reported shortage: 26,275 courier positions (RFE/RL citing Ministry of Labour, secondary); on Order 1073/2026 list.

  • Car mechanic (mecanic auto, COR 723103)

On Order 1073/2026 shortage list (suspended).

All 11 occupations, with sources, and how hiring works in Romania

Do you need IELTS or the local language?

No language test (English or Romanian) appears in the official visa and residence document lists we checked. The employment contract must be in Romanian and in a language the worker understands. Employers must provide Romanian language courses and cultural orientation for at least 6 months, at least 6 hours a week. Long-term (permanent) residence requires a Romanian language test.

What we can and cannot do for a Romania work permit

What we do

  • Check your profile against the Romania rules on this page, and tell you plainly if a route is not open to you.
  • Put your profile forward when an employer we work with in Romania is hiring for your occupation. We publish a vacancy only when we hold the employer’s demand letter and power of attorney. Open vacancies
  • Help you prepare a complete, honest application file.

What no one can do, including us

  • Guarantee a job, a permit or a visa. The Romania authorities decide.
  • The employer must be registered on WorkinRomania and files the single application there. No agency can file a D/AM2 case while the shortage-occupation list is suspended. workinromania.gov.rochecked 24 Oct 2026

Questions about Romania work permits

Is Romania giving work visas to Indians in 2026?

Partly. Since 27 April 2026 Romania hires non-EU workers through one online system, WorkinRomania.gov.ro, under Emergency Ordinance 32/2026. The D/AM2 visa for shortage jobs (such as cooks, drivers and welders) has been blocked since mid-September 2026, after the Bucharest Court of Appeal suspended the shortage-occupation list. It was still blocked on 12 October 2026. The D/AM1 visa for highly qualified workers is not affected, but the employer must first register on the platform.

What is Romania's work permit quota for 2026?

90,000 newly admitted non-EU workers, approved by the Government for 2026. It was 100,000 in 2024 and 2025. Under the 2026 law the quota applies to D/AM2 workers only. Highly qualified D/AM1 workers are outside it.

Can I get a Romania work visa without IELTS?

The official document lists for the Romanian work visa and residence permit do not include an English test such as IELTS. Your employment contract must be in Romanian and in a language you understand. Your employer must give you Romanian lessons for at least 6 months, at least 6 hours a week.

Who applies for a Romania work visa: me or the employer?

The employer side starts it. For D/AM1 the registered employer files a 'single application' online. For D/AM2 an authorised placement agency or an authorised employer files it. You do not file it. After approval you go in person to a Romanian embassy or consulate for biometrics and the long-stay work visa. In Romania you then apply to the General Inspectorate for Immigration (IGI) for your residence permit before the visa expires.

workinromania.gov.rochecked 24 Oct 2026workinromania.gov.rochecked 24 Oct 2026

Do I have to pay a recruitment agency for a job in Romania?

Under Emergency Ordinance 32/2026, an authorised Romanian placement agency may not charge the worker commissions, fees, charges, guarantees or deposits; the placement fee is paid by the employer. The official WorkinRomania portal lists being asked to pay a commission for a job as a warning sign. Foreign partner organisations used by authorised employers must be licensed in their own country and may not charge workers except as their own country's law allows (OUG text as reproduced by Rubinian). You generally pay your own visa, travel and accommodation costs unless the job offer says the employer pays them.

How long is a Romania work visa valid?

The D/AM1 and D/AM2 long-stay work visas are first issued for 90 days. You then get a residence permit linked to your employment contract. For highly qualified workers, extensions can cover the contract plus 3 months, up to 3 years. Seasonal workers get the contract length plus 5 days.

workinromania.gov.rochecked 24 Oct 2026workinromania.gov.rochecked 24 Oct 2026

Can I change employer in Romania on a work permit?

Yes, after at least 6 months with your current employer (as registered in REGES-ONLINE), or sooner if the employer seriously breaches the contract. If your job ends, you may stay for up to 90 days, or while you receive unemployment benefit. Note: since September 2026, extension applications for a change of employer cannot be filed on WorkinRomania; IGI says it will review them once filing resumes.
