Croatia work permit for Indians

A Croatian employer can hire you at any skill level: the employer gets the stay and work permit in Croatia, then you apply for a D visa. Since the Aliens Act amendment NN 55/26, employers must meet stricter conditions, including a minimum share of domestic staff, before the employment service gives a positive opinion. There is no annual quota.

What is happening now in Croatia

Croatia has no annual quota, but the Aliens Act amendment NN 55/26 tightened employer conditions for a positive HZZ opinion: domestic (Croatian/EEA/Swiss) full-time staff must be at least 20% of the employer's third-country workforce (10% for deficit occupations), plus minimum account turnover and a clean compliance record.

Who it is for
Workers hired by an employer registered in Croatia, at any skill level.

How long it lasts

Renewal

Family reunification is possible, but holders of a permit issued on an HZZ opinion face a 1-year waiting period (EU Immigration Portal, Apr 2025).
Long-term residence
Long-term residence after 5 years of uninterrupted legal stay, with knowledge of the Croatian language and Latin script (exam at named faculties; level not stated), means of support and health insurance. Seasonal workers, posted workers, intra-corporate transferees and some others do not accrue time. Fee EUR 83.62 on collecting the decision plus the card.

A D visa lets the holder stay up to 30 days to complete residence formalities (MUP). D visa fee EUR 93 plus any service fee. Register the address with the police within 3 days of entry.

What we can and cannot do for a Croatia work permit

What we do

  • Check your profile against the Croatia rules on this page, and tell you plainly if a route is not open to you.
  • Put your profile forward when an employer we work with in Croatia is hiring for your occupation. We publish a vacancy only when we hold the employer’s demand letter and power of attorney. Open vacancies
  • Help you prepare a complete, honest application file.

What no one can do, including us

  • Guarantee a job, a permit or a visa. The Croatia authorities decide.
  • The permit is filed by the employer in Croatia and names one employer. A new employer needs a new application. mup.gov.hrchecked 24 Oct 2026

No. The Interior Ministry says the government no longer sets an annual quota. Instead each hire goes through a labour market test (unless the job is on the deficit list) and an HZZ opinion on the employer.
