Croatia work permit: the process, step by step
The usual route from India is the stay and work permit (single permit), in 6 steps. Who applies: your employer, then you. The government publishes no single decision time for this route; what is published is below.
What are the steps for a Croatia work permit?
- 1
Employer requests the labour market test on the HZZ portal (burzarada.hzz.hr), unless the job is on the deficit list.
- 2
Within 90 days of HZZ's notice, the employer applies online for the stay and work permit for the named worker.
- 3
Police obtain HZZ's opinion electronically; HZZ checks the employer meets the NN 55/26 conditions.
- 4
Permit approved; the worker applies for a long-stay D visa at a Croatian diplomatic mission (or a consulate of a state representing Croatia).
- 5
Worker enters Croatia, registers the address with the police within 3 days, gives biometrics and collects the residence card.
- 6
Worker may work only for the employer named in the permit; a new employer needs a new application (and a test unless deficit occupation).

How do appointments work for Croatia in India?
The employer files the permit in Croatia; the worker then applies for a long-stay D visa at a Croatian diplomatic mission. The Croatian foreign ministry's embassy directory lists India; the mission's city, visa-centre (VFS) arrangements and appointment rules are not confirmed (the mission site blocks automated reading).
A D visa lets the holder stay up to 30 days to complete residence formalities (MUP). D visa fee EUR 93 plus any service fee. Register the address with the police within 3 days of entry.

Can an agent get you an appointment or a decision faster?
No. Not us, not anyone.
- The permit is filed by the employer in Croatia and names one employer. A new employer needs a new application. mup.gov.hrchecked 24 Oct 2026
- The destination authorities decide every application. Anyone who offers to influence that is a reason to walk away.
