Russia work visa and work permit for Indians
Safety warning from the Government of India
The Government of India warns Indians not to accept offers to join the Russian armed forces. On 30 September 2026 the Ministry of External Affairs called this “a dangerous path” and advised people not to be lured by job offers from unverified individuals or agents not registered with the Ministry. We only recruit for civilian employers with a work permit, never for military, security, defence-industry or conflict-zone work. A tourist, business or e-visa never allows work in Russia.
On 7 October 2026 the Ministry said 139 Indians had been discharged early and it was still following up on 69 who remain with the Russian Army; the Foreign Secretary said on 31 August 2026 that 51 recruited Indians had died. Many had been promised civilian jobs such as helpers or security guards. The US and UK governments advise against all travel to Russia.

A Russian employer can hire you mainly through the annual quota for workers who need a visa (278,940 places in 2026, for all nationalities): the employer gets permission from the Interior Ministry (MVD), an invitation and your work permit, and you then apply for a work visa. Read the Ministry of External Affairs safety warning first: we never recruit for military, security or conflict-zone work.

Which Russia work permit fits you?
Russia has 2 work routes that matter for candidates from India. Work permit and work visa for visa-required nationals (within the annual quota) is the usual first route; the details below come from the official pages linked under each one. We arrange Work permit and work visa for visa-required nationals (within the annual quota); the others are here for information.
Work permit and work visa for visa-required nationals (within the annual quota)
Разрешение на работу для иностранных граждан, прибывающих в визовом порядке (по квоте); рабочая виза
- Who it is for
- Citizens of countries that need a visa for Russia, including India, hired by a Russian employer. Indians cannot use the work 'patent', which is only for foreigners who enter Russia visa-free (mainly CIS citizens). Most quota places are for qualified workers: 92% of the 2026 quota is for qualified specialists on industrial and infrastructure projects (Deputy Labour Minister, as reported).
- Who applies
- Your employer applies
- Labour market test
- Yes, in effect. The employer must have a quota allocation (requested through the regional bodies in the year before) and get MVD 'permission to attract and use foreign workers' (РПИРС). Quotas are approved only when workers cannot be found locally (as reported). A list of professions outside the quota exists (details not confirmed); those workers must prove Russian language, history and law within 90 days.
- Quota
- Yes. 2026: 278,940 visa-entry foreign workers (Government Resolution No. 1920 of 28 Nov 2025; 2025: 234,958). Largest groups: food, woodworking, textile and sewing industries (71,000+), construction (55,000+), metalworking and machine building (45,000+). India's share of the 2025 quota was 71,817 (Labour Ministry via TASS).
- Minimum pay
- No fixed minimum for ordinary work permits found. Federal Law 241-FZ of 26 Jul 2026 adds refusal and annulment grounds for work permits where the worker's income is missing or below the regional subsistence minimum (start date not confirmed). Russia's labour mobility agreement with India requires pay and conditions 'no less favourable' than for local workers (as reported; agreement not yet in force).
- How long it lasts
- First entry on a work visa; after the work permit is issued the visa can be extended. From 241-FZ, the employer can request an 'ordinary multiple-entry work visa for the term of validity of the work permit'. Maximum permit length for quota workers: not confirmed (commonly up to 1 year, not verified). The employer's РПИРС is valid 1 year.
- Renewal
- Not confirmed (extension rules for quota work permits not found in the sources read). The employer must ensure the worker leaves on time when the contract ends.
- Family
- Not confirmed (no family route for ordinary work-permit holders found in the sources read).
- Long-term residence
- Through a temporary residence permit and then a residence permit (fees from 1 Jul 2026: RUB 15,000 and RUB 30,000). Eligibility rules for work-permit holders: not confirmed. From 1 Jan 2027 a residence permit can be annulled if, in its first year, the holder has no qualifying work or income below the regional subsistence minimum (241-FZ).
- Official decision time
- РПИРС: 30 days (extendable by up to 30) (ppt.ru). Invitation, work permit and visa: not confirmed.
- Government fees
- From 1 Jul 2026 (Federal Laws 189-FZ/190-FZ): permission to attract foreign workers RUB 15,000 per worker (was 12,000); invitation RUB 8,000 (was 960); work permit RUB 5,000 (was 4,200); multiple border-crossing RUB 6,000. Under India's Emigration Rules these employer-side costs, the visa fee and the medical are for the employer.
Steps, in order
- 1Employer requests a quota allocation for the next year through its regional authorities; Mintrud and the Government approve the national quota.
- 2Employer applies to the MVD for permission to attract and use foreign workers (РПИРС): 30 days, extendable by up to 30 days; state duty RUB 15,000 per worker from 1 Jul 2026.
- 3Employer applies to the MVD for the worker's invitation (state duty RUB 8,000 from 1 Jul 2026) and work permit (RUB 5,000).
- 4Worker applies for the work visa at a Russian mission with the invitation (VFS Global opened Russia visa centres in New Delhi, Mumbai, Kolkata and Chennai in 2018; current arrangement not confirmed). Work-visa entrants must be examined for HIV, infectious diseases and drug addiction.
- 5Worker enters Russia and, within 30 calendar days, completes the medical examination, fingerprinting and photograph.
- 6Worker collects the work permit from the MVD; the employer notifies the MVD of the contract (fines up to RUB 800,000 for missed notices) and registers the worker's address.
- 7Before the visa expires, the employer can request a multiple-entry work visa for the permit's validity.
Documents
- Valid passport
- MVD invitation for entry for work (obtained by the employer)
- Russian visa application form and photo
- Medical examination for HIV, infectious diseases and drug addiction (required of work-visa entrants since 31 Oct 2021; whether certificates are also needed with the visa application in India: not confirmed)
- Employment contract (pay and conditions)
- Proof of qualifications (degree, trade certificates), legalised and translated as required (requirements not confirmed)
- After arrival: medical examination results, fingerprint and photo record, migration registration

Where do you apply for a Russia work visa in India?
Work visas are applied for with the employer's MVD invitation at the Embassy of the Russian Federation in New Delhi or its consulates; VFS Global opened Russia Visa Application Centres in New Delhi, Mumbai, Kolkata and Chennai in Dec 2018. Current visa-centre arrangements and work-visa processing times in 2026: not confirmed (Russian mission pages were not readable).
Read the status alert first. The Consulate General of India in Vladivostok warns that 'employment/doing any kind of job is not allowed in Russia on Tourist/Business Visa' and that such visas 'cannot be converted to Employment/Job Visas'. The CBI found in 2024 that agents promised jobs 'linked to the Russian Army, security guards, and helpers', charged large sums, seized passports on arrival and sent men to the front. Russia is not an ECR country, so no emigration clearance is needed, but recruitment from India still needs an MEA-registered recruiting agent. India and Russia signed an Agreement on Temporary Labour Activity on 5 Dec 2025; Russia completed ratification in Oct 2026, and its entry into force and procedures are not confirmed. India's missions in Russia include the Embassy in Moscow and consulates in Vladivostok and (since Nov 2025) Yekaterinburg and Kazan.

The Russia process step by step, and how to check your status
Can you apply for Russia from Canada, the US, the UK, Australia, Ireland or New Zealand?
Meridian's second audience lives in countries whose governments advise against travel to Russia (US and UK confirmed). Leaving a Canadian, US, UK, Australian, Irish or New Zealand visa to work in Russia can also affect future visas there; Meridian does not advise on that and refers people to a licensed adviser in that country. Treat Russia as an India-based route only unless counsel says otherwise.

Which jobs are in demand in Russia?
These occupations appear on official shortage lists, quotas or forecasts; each links its source. A list is not a job offer: every route still needs an employer who hires you.
Food processing, woodworking, textile and sewing workers
Largest 2026 quota group: over 71,000 places (Government resolution, as summarised by Investfuture, 1 Dec 2025). Ambassador Vinay Kumar: most Indians who have arrived work in construction and textiles (Aug 2025).
Construction trades (rebar workers, concrete workers, pipeline installers)
Over 55,000 quota places in construction for 2026; named in-demand roles include rebar workers, pipeline installers and concrete workers.
Metalworkers, machine-building workers and electric welders
Over 45,000 quota places in metalworking and machine building for 2026; electric welders named as in demand.
Process-equipment installers and electromechanics
Named among in-demand roles in the 2026 quota (Deputy Labour Minister Dmitry Platygin, as reported).
Machinery and electronics workers
Ambassador Vinay Kumar (to TASS, Aug 2025): Russian firms increasingly recruit Indians, especially for machinery and electronics.
Fish processing workers
Indian workers first arrived at Kaliningrad's Za Rodinu fish-processing complex, which faced a labour shortage (Outlook Business, Aug 2025).
All 6 occupations, with sources, and how hiring works in Russia
Do you need IELTS or Russian?
Quota visa workers do not have to prove Russian language, history or law. Non-quota visa workers (listed professions) must prove it within 90 days of entry with one of four accepted documents. HQS are exempt. In practice employers often expect basic Russian; contracts and safety briefings will be in Russian, so ask for a translated copy you understand before you sign.
What we can and cannot do for a Russia work permit
What we do
- Check your profile against the Russia rules on this page, and tell you plainly if a route is not open to you.
- Put your profile forward when an employer we work with in Russia is hiring for your occupation. We publish a vacancy only when we hold the employer’s demand letter and power of attorney. Open vacancies
- Help you prepare a complete, honest application file.
- Work only with civilian employers, after checking the employer’s registration, its quota and Interior Ministry permission, the invitation, the workplace address and a contract in a language you understand.
- Never recruit for military, security, defence-industry or conflict-zone work, or for any job in or near the war zone.
- Brief you before you travel: never hand over your passport, and how to reach the Embassy of India in Moscow and MADAD.
What no one can do, including us
- Guarantee a job, a permit or a visa. The Russia authorities decide.
- The employer needs a place in the annual quota and the Interior Ministry’s permission before it can invite you. No agent can create a quota place or a work permit. ppt.ruchecked 24 Oct 2026(secondary)
- No kind of job is allowed on a tourist or business visa, and those visas cannot be converted into work visas in Russia, says India’s Consulate General in Vladivostok. cgivladi.gov.inchecked 24 Oct 2026

Questions about Russia work permits
Is it safe for Indians to take a job in Russia?
Only with great care. India's Ministry of External Affairs has repeatedly warned Indians to stay away from offers to join the Russian armed forces. On 30 September 2026 it called this 'a dangerous path' and told people not to be lured by job offers from unverified individuals or agents not registered with the MEA. By October 2026, India was still following up on 69 Indians with the Russian Army, and the Foreign Secretary said 51 had died. Only accept a civilian job with a named employer, a written contract and a work visa, never a job near the war zone.

Can Indians get a work permit for Russia?
Yes. Indians need a visa for Russia, so the employer must first get MVD permission to hire foreign workers and a place in the annual quota, then an invitation and a work permit for you. You apply for the work visa with that invitation. The 'patent' that many other migrants use is only for people who enter Russia without a visa, so it is not open to Indians.

Can I go to Russia on a tourist visa or e-visa and find work there?
No. The Consulate General of India in Vladivostok warns that no kind of job is allowed on a tourist or business visa, and that these visas cannot be converted into work visas after arrival. Many Indians who ended up at the front were sent on visitor visas with promises of civilian jobs.
